The Susan Harwood Capacity Building Developmental and Capacity Building Pilot grant opportunity is a competitive, discretionary funding program run by the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA). For fiscal year 2018, OSHA announced approximately $4.5 million available to support new Susan Harwood Training Program capacity building grants, with the note that awards depend on federal funding and appropriations. OSHA anticipated making multiple awards under this Funding Opportunity Announcement (FOA), and the FOA projected up to about 100 awards. Grants are designed to support a one-year project period, lasting 12 months, with work beginning no later than September 30, 2018 and ending on September 30, 2019. Within this announcement, OSHA offered two related capacity-building options. The Capacity Building Developmental grant is the larger award type, with a maximum (ceiling) of $165,000, intended for organizations building out or expanding their ability to create and deliver effective occupational safety and health training programs. The Capacity Building Pilot grant is smaller, capped at $80,000, and is meant to support pilot-level capacity building efforts that can demonstrate or test approaches on a more limited scale.

The FOA includes several important application and eligibility rules that can affect strategy. An organization may receive only one Susan Harwood Training grant award in a fiscal year, which prevents applicants from pursuing multiple awards simultaneously under the program during that year. If an organization submits more than one application anyway, OSHA will only review the last complete and viable application package submitted. Applicants are also warned to treat submissions as final: once an application is submitted, it cannot be edited or corrected. If changes are needed, the applicant must submit an entirely new application package, effectively replacing the earlier submission.

Eligibility is aimed at nonprofit and mission-driven entities that can credibly reach workers and small employers with safety and health education. Eligible applicants include qualifying labor unions, community-based organizations, faith-based organizations, and employer associations, as long as they are not an agency of a state or local government. Institutions of higher education that are supported by state or local government can also be eligible, with eligibility governed by federal grants management rules under OMB 2 CFR 200 and Department of Labor exceptions in 2 CFR 2900. The FOA also explicitly includes tribal and Native-serving entities, consistent with Executive Order 13175, including Indian tribes, tribal organizations, Alaska Native entities, Indian-controlled organizations serving Indians, and Native Hawaiian organizations. Ineligible applicants include individuals, for-profit organizations, and 501(c)(4) nonprofit organizations. The FOA also bars certain prior grantees: FY 2017 Susan Harwood grantees who received more than a 90-day time extension to their grant are not eligible under this announcement.
