Opportunity Information: Apply for RFA FD 25 021
The Conformance with the Egg Regulatory Program Standards (ERPS) grant opportunity (RFA FD 25 021) is an FDA cooperative agreement designed to strengthen a nationally integrated food regulatory system by helping state egg regulatory programs reach and sustain full conformance with the Egg Regulatory Program Standards. The focus is on building consistent, high-quality oversight of shell egg operations in order to reduce egg-related illnesses and better protect public health. This includes improving how states conduct inspections, compliance and enforcement activities, and laboratory work tied to facilities that produce, process, pack, hold, or transport shell eggs, along with related materials and supplies.
Funding is intended to support several connected outcomes. States are expected to develop a concrete plan to fully implement ERPS within five years of first receiving funding, and to use the cooperative agreement to enhance their egg regulatory program capacity in ways that directly advance public health. A major emphasis is improved coordination and integration: participating programs are expected to share egg regulatory information and data (inspection results, compliance and enforcement information, and laboratory data) both with other states and with the FDA. Another key goal is better use of limited regulatory resources by aligning and targeting state activities toward the highest-risk egg safety issues, thereby reducing illnesses linked to hazards in shell egg operations.
Eligibility is limited and very specific. Only state egg regulatory programs that already have an FDA egg inspection contract, or that are willing to enter into such a contract in 2025, may apply. Participation also requires having a current long-term 20.88 information sharing agreement in place, reflecting the expectation that awardees will actively share data and collaborate as part of a broader national regulatory system. The program is structured around the expectation that recipients will work toward full conformance with ERPS and then sustain that conformance as an ongoing maintenance phase.
The FDA plans to fund awards initially for one year, with the possibility of up to two additional years of non-competitive continuation support, depending on recipient performance and the continued availability of federal funds. Even though the budget support may be provided incrementally, FDA anticipates that full conformance with ERPS should be achieved within five total funding years under the cooperative agreement framework, based on FDA assessments that confirm whether program elements meet the standards. States that have received ERPS-related funding in previous years are expected to be fully conforming and in the maintenance phase by the end of their fifth year, and future funding may be available to support states that are maintaining full conformance.
Key administrative details from the notice include: the opportunity is discretionary, uses a cooperative agreement funding instrument, and falls under the Agriculture, Consumer Protection, Food and Nutrition activity category (CFDA 93.103). Foreign organizations are not eligible, non-U.S. components of U.S. organizations are not eligible, and foreign components (as defined in NIH grants policy) are not allowed.Apply for RFA FD 25 021
