Beyond technical learning, participants are expected to complete projects that apply what they learn to develop solutions or strategies related to space and climate, while also building teamwork, leadership, and professional networks in a safe and inclusive environment.

The Embassy lays out key objectives that proposals should directly address. First, the program should inspire sustained interest in space science and climate adaptation, nudging participants toward further study, research, or careers at the intersection of space technology and environmental resilience. Second, it should foster personal and professional growth by creating a supportive setting where young people build skills, confidence, and connections. Another central aim is strengthening environmental awareness by helping participants think critically about climate challenges and how innovative technologies, including space-based tools, can contribute to real-world adaptation and resource protection.

From an implementation standpoint, applicants are expected to submit a clear, structured program design rather than a general concept. Proposals must include a proposed syllabus that lists session titles and content and explains how each session supports the program objectives. The application must also explain recruitment and selection methods for participants and clarify how activities will lead to measurable results. Because this is a cooperative agreement (not a standard grant), the U.S. Embassy will be actively involved throughout implementation. Embassy staff will provide branding guidance, approve promotional and marketing materials, approve venues, review and approve participant and trainer recruitment plans, help connect the implementer with relevant U.S. exchange alumni and U.S.-linked speakers or companies, and review speaker/trainer rosters and the content and format of workshops, site visits, and other activities.

The total funding available is up to $35,000, with awards expected to fall between $30,000 and $35,000, and only one award is anticipated. The funding source is FY24 Smith-Mundt Public Diplomacy Funds. The performance period is expected to be between 3 and 6 months, and proposed programs must be completed in 6 months or less. The grant is expected to be signed in September 2024, while the camp itself is planned for 2025 (with exact dates to be set later), and the opportunity is subject to the availability of funds. There is no required cost share or matching amount, although organizations may include it if they choose.

Eligibility is limited to Moroccan nonprofit, committed, and organized NGOs and CSOs that have full SAM.gov registration. Individual applicants are not eligible, and U.S. organizations/NGOs are explicitly not eligible to apply. To receive an award, the organization must have a Unique Entity Identifier (UEI) and an active SAM.gov registration.

All application materials must be in English, budgets must be in U.S. dollars, pages must be numbered, and documents must follow specified formatting (8.5 x 11, single-spaced, 12-point Calibri, at least 1-inch margins). Required components include the standard federal forms (SF-424, SF-424A, SF-424B), an Applicant Organizational Information Form, a Project Narrative using the provided template, a detailed proposed program document (no template provided), a budget proposal in USD using an exchange rate of 1 USD = 10 MAD, CVs in English for the director and key personnel, and the organization’s final registration papers (acceptable in Arabic).
