First, the center will provide organizational stability and support to CSBG-eligible entities facing significant fiscal or organizational distress, including tailored consultation for entities exploring legal pathways for restructuring, shared administrative or service arrangements, or mergers. This is meant to help organizations navigate high-stakes decisions in a legally sound way while protecting continuity of services and maintaining accountability. Second, the center will deliver education and training to strengthen understanding of CSBG statutory and regulatory requirements and to help the network adapt to changing legal and regulatory conditions. This includes building baseline legal literacy, improving compliance readiness, and helping state and local entities anticipate and respond to emerging legal issues. Third, the center will promote exemplary legal practices and policies that encourage innovation while reinforcing accountability and responsiveness to community needs, aligned with CSBGs core mission of reducing poverty, revitalizing low-income communities, and empowering low-income individuals and families toward self-sufficiency in both rural and urban areas.
